Richard Zelinka

MCIP, RPP
Founding Partner

Together with Greg Priamo, Richard founded the firm in 1999. With over 45 years of professional experience, Richard has been a trusted voice in land use planning throughout Ontario. Public and private sector clients rely on his expertise in policy development and implementation, Secondary Planning and Plans of Subdivision, zoning, commercial, residential and industrial development, and Ontario Land Tribunal hearings.

Aliyah Richards

BEDP, CPT
Intermediate Planner

Aliyah supports the full range of planning and development approvals across Ontario, including Minor Variances, Zoning By-law Amendments, Official Plan Amendments and Consent applications. Her experience includes the preparation of Planning Justification Reports, Site Plan concepts, Due Diligence Reports and Urban Design Briefs. She is experienced with various software such as the Adobe Creative Suite, ArcGIS and AutoCAD.

Birtha helps coordinate Account Reconciliation, Invoicing, and Payment Processing for both our London and Toronto offices.

Brooke Burlock

B.A., MPlan, MCIP, RPP
Intermediate Planner

Brooke supports a wide range of planning and development applications across Ontario and provides and provides comments on behalf of clients for Municipally initiated Zoning By-laws and Official Plan reviews. Brooke is a member of the Canadian Institute of Planners (MCIP) and is a Registered Professional Planner (RPP).

Caden McAllister

Planner

Caden is involved in planning and development projects across Ontario. He has a strong technical skill set that includes Research and Analysis, AutoCAD, and Adobe Creative Suite, which he uses to produce high-quality planning materials for an extensive range of projects and clients.

Casey Kulchycki

MCIP, RPP
Senior Associate

Casey is involved in Site Plan concepts, subdivision design, design standards, Official Plan and Zoning By-law Amendments, Planning Justification Reports and Urban Design Brief writing, graphic design, and 3D modeling. Casey utilizes his advanced AutoCAD skills in the preparation of formal draft Plan of Subdivision and Site Plan drawings.

Connor Wright

Intermediate Planner

Connor is involved in a wide variety of planning and development projects throughout Ontario, spanning from preparation of due diligence assessments to coordination of development approvals. Connor is a member of the Canadian Institute of Planners (MCIP) and is a Registered Professional Planner (RPP).

Dani Sikelero Elsenbruch

Danieli assists with a variety of land use planning applications throughout Ontario. She has experience in preparing concept plans and the coordination of development approvals and amendments to municipal Official Plans and Zoning By-laws.

Dave Hannam

MCIP, RPP
Partner

Dave is a Partner with the firm and a registered professional planner with extensive experience in the practice of land use planning.  He works collaboratively within multi-disciplinary teams, building strong relationships with clients, consultants and public sector staff to resolve issues and navigate complex projects.  Over the last 25+ years, Dave has been involved in a broad range of community and city-building projects in New Zealand, the UK, Australia, and Canada, including the City of Toronto, Greater Toronto Area and throughout South Western Ontario, and he is able to resolve land use issues and steer his clients and project teams toward a common goal. Dave has appeared as an expert planning witness at the Ontario Land Tribunal.

Harry Froussios

MCIP, RPP
Principal Planner

Harry has been with Zelinka Priamo Ltd. since the company’s formation in 1999, managing major development projects for a wide range of land uses throughout Ontario. Harry represents various clients at public meetings and the Ontario Land Tribunal in achieving development approvals, such as Official Plan and Zoning By-law Amendments, Draft Plan of Subdivision/Condominium, Minor Variance, and Consent to Sever.

Heather Garrett

Partner

Heather Garrett is a Partner at the firm and has over 20 years of land use planning including a focus on heritage planning.   Heather has extensive experience in policy analysis, justification reports, development approvals, project management, cultural heritage evaluations and impact assessments. Heather’s interdisciplinary background of academic knowledge and technical proficiency enables her to approach project from a range of perspectives.  Her background and experience allowed her to serve on various committees including the London Area Planning consultants (LAPC) and various municipal Advisory Committees on Heritage. Heather has been qualified as an expert witness at the Ontario Land Tribunal, is a full member of Canadian Association Certified Planning Technicians (CACPT) and is a pre-candidate member of the Canadian Association of Heritage Professional (CAHP).

Jonathan Rodger

MCIP, RPP
Principal Planner

Jonathan is involved in a variety of commercial, industrial, mixed-use and residential developments from due diligence through the coordination of development approvals and amendments to municipal official plans and by-laws. On behalf of landowners, Jonathan provides comments for municipal-initiated Official Plan Reviews and Zoning By-law Reviews. Jonathan has provided professional planning evidence before the Ontario Land Tribunal.

Katelyn Crowley

Associate

Katelyn is involved in various aspects of the field of planning. She uses her skill set to prepare concept plans, coloured site plans, and design illustrations using her AutoCAD and graphic design skills. She also has experience in preparing planning justification reports and urban design briefs. She manages applications such as Official Plan Amendments, Zoning By-law Amendments, Consents, Minor Variances, and Subdivision/Condominium applications. Katelyn represents various clients at public meetings and has been in the process of becoming a qualified witness at the Ontario Land Tribunal.

Laura Jamieson

B.Sc.
Senior Planner

Laura assists with a variety of land use planning applications and approvals. She has experience in municipal planning, rural land use planning, and she is currently involved in a range of commercial and residential development projects. Laura is a pre-candidate member of OPPI, and is working to achieve her RPP designation.

Linda Dowdall

Operations Coordinator

Linda has been with Zelinka Priamo Ltd. since 2000, working as the Operations Coordinator for both our London and Toronto offices.  Linda is responsible for Customer Service, managing and coordinating the day-to-day activities, and performing all bookkeeping, AP/AR, payroll & benefits functions.

Linda holds a degree in Executive Office Administration from Sault College and brings 34 years of administrative experience to our ZPL Team.

Matt Campbell

Partner

With over 13 years in the land use planning and development industry, Matt has been involved in the full spectrum of land use planning across Ontario, including large and complex commercial and residential projects, smaller infill projects, rural/agricultural land planning, and municipal comprehensive reviews. Matt has the knowledge and expertise to guide a development proposal from concept to execution through a variety of planning processes. Matt is also qualified as an expert witness at the Ontario Lands Tribunal (OLT), is a full member of the Canadian Association of Certified Planning Technicians (CACPT), and is a pre-candidate member of the Ontario Professional Planners Institute (OPPI).

Michael Uttley

Planner/Urban Designer

Michael specializes in matters relating to design and heritage. He prepares Urban Design Briefs, Heritage Impact Assessments, and other design materials in support of planning and development projects. He is experienced in representing clients at municipal Urban Design Review Panels. Michael is also involved in various planning approvals, including Minor Variances, Zoning By-law Amendments, and Official Plan Amendments. He is educated both in urban planning (B.U.R.Pl) and architecture (M.Arch).

Robert MacFarlane

MCIP, RPP
Senior Associate

Robert is involved in a wide range of development approvals throughout several municipalities in Ontario. His experience includes representing clients as a planner and project manager for numerous Planning Act applications, and as an adviser for a variety of land use planning matters. Robert represents clients as part of municipally initiated reviews, including Official Plans and Zoning By-laws, and provides comments on their behalf. Robert has prepared and provided professional planning evidence for the Ontario Land Tribunal and is a member of the Canadian Institute of Planners (MCIP) and is a Registered Professional Planner (RPP).

Steven Kakaletris

Planner

Steven is involved in a wide variety of planning and development projects throughout Ontario, coordinating development approvals, undertaking due diligence exercises, and preparing planning justification reports. He is currently a Candidate Member of the Ontario Professional Planners Institute (OPPI) and is working towards his RPP designation.

Taylor Whitney

Intermediate Planner

Taylor is involved in a wide range of land use planning matters throughout Ontario. She has experience in research and analysis, justification, and the coordination of development approvals and amendments to municipal Official Plans and Zoning By-laws.  She is a student member of the Canadian Association of Certified Planning Technicians (CACPT) and is working to achieve her CPT designation. She is skilled in software such as AutoCAD, Adobe Creative Suite, and GIS products.

Greg Priamo

Founding Partner

On October 30, 2021, Greg sadly passed away. Though his shoes will never be filled, we persevere to honour his legacy and uphold the vision of the firm that he founded together with Richard Zelinka in 1999. For over 30 years, Greg managed major commercial, residential, recreational and industrial projects for many valued clients. Evidence of Greg’s work in major urban development projects can be seen throughout Ontario, reminding us of him, his hard work and his pride in every member of ZP’s professional planning team.

Greg will be remembered for the kindness, generosity, care and respect he showed for others. So good at finding a way through and simplifying difficult problems, others looked to him for advice knowing his answers were always positive and calming. His vibrant nature, sense of humour and willingness to help made him a valuable business partner, a trusted leader, respected planner and inspirational role model. He will be truly missed.

George Balango

Senior Planner

On October 8, 2021, George sadly passed away. George was passionate about land use planning, and his legacy lives on within the City of London and other areas of Ontario, where his career remained for 45 years. Many buildings and developments will remind us of him, his hard work, and his pride. He will be remembered as someone with a gentle heart and sorely missed by the Zelinka Priamo family.

Azar Davis

Intermediate Planner

On September 15, 2024, Azar passed on. She will be fondly remembered for her analytical thinking, organizational skills and dry wit. Her planning career, already marked with accomplishments, was cut short far too early. Azar was a colleague, but also a friend that we will remember fondly. Our Toronto office will miss her and her contributions to our work.
